How often to Fast Passes run out in MK

I keep reading how well fast passes work, but when we were in MK on the 11th, many of the attractions were out of them. There were none left for Splash Mountain (100 minute wait) and for BTRR (50 minute wait). We did pick one up for Jungle Cruise. Is this a sign that the park is really crowded?

As for the other parks, we didn't need to use FP for anything but test track because waits were about 10-15 minutes.

Depending on how many people are using the Fastpass system, the kiosks seem to run out of them sometime from mid-to late afternoon if the park is fairly busy. At least this has been our experience. -HM
