How often is the Dining Plan offered?

I am dying to take the kids to DW!! But, they are only 3.5 yrs and 16 months old right now. I feel like they are still too young to really enjoy the parks. Are there any rides for children that young? WDYT??? We are going to Sesame Place in Pennsylvania in a few weeks and most of their rides are geared toward children 5 and under.

So, I am wondering how often the Free Dining Plan is offered. Every year? Every couple of years? Whenever they feel like offering it????

There are only a few rides with height restrictions -- the big roller coaster type rides... they could ride just about everything in MK -- we've gone with family as young as 1 year old.

As far as free dining again... no one really knows. It's been offered in the past during "hurricane season", but there is no guarantee that it will ever be offered again...
 
Free dining has only been offered since 2005. It's not a long-standing-enough offering for there to be any real pattern established.
 
Yes, the free DDP has only been offered during hurricane season (late Aug/parts of Sept) for now the past 3 years. No one ever knows if they will do it again. I couldn't believe that they repeated it last year. Of course this year we saw very limited dates of Aug. 26-Sep. 22. There is plenty to do for all ages at WDW. My granddaughter, just turned 2 in March, and will go again this August and it will be her 5th trip. Little ones are not a problem, but extra adult hands are always helpful with the little ones while vacationing.
