I just re-checked with my "reliable sources" (my digital master tapes):
I video-taped the parade on two different days.
Straight-through rolling of tape on a pro camera that records the time-of-day on an invisible track on the digital tape.
I was just to the left of the Oasis bridge (as you face the Tree of Life) seated on some blue and red small benches and tables that are in front of one of the stores there on the parade route.
I judge that to be somewhat less-than-half-way through the parade loop when seen on a map.
Day 1 - Pt. Cloudy (1-27-06)
The parade reached ME at exactly 4:12pm.
The parade ENDED in front of me at 4:24pm (12 minutes).
Day 2 - Sunny (2-01-06)
The parade reached ME at exactly 4:13pm.
The parade ENDED in front of me at 4:26pm (13 minutes).
So if it travels at that same speed back to Harambe, it can ARRIVE there at, say, 4:35 (but CMs must have the street "secured" again a somewhat before it arrives again.) but the end of the parade (Mickey) won't be over (all the way back into Africa and out the exit) until 4:50pm or later.
The congestion of the parade in the streets in Harambe will not be over until about that time.
My timing was based on LEAVING AFTER the parade.
(So many here want to know if they can make an ADR at X after the parade.)
I should have considered the START time, not the end-time, of course.
How's that?
