How is the season determined?

I am wondering if historically if the end of April is usually regular season or peak season like it is this year? Easter is so late this year that I'm wondering if that's how it was determined that peak season extended until the end of April...or is it always this way? I am thinking ahead to 2005 and Easter is at the end of March that year. I am hoping that the end of April that year will be considered regular season, not peak. Anyone know from years past what to expect? Thanks!
 
We go to WDW during the April school vacation.

In NH its always the last week in April, and that's when the regular season starts. Massachusetts April vacation always falls the week before, which is peak.

Even if Easter is early, regular season starts the end of April.
