I've heard it's like you'd expect--shortest line at RD and around Illuminations/closing time. We went around 10:30am last week and waited an hour. By far the longest I've waited for a character meet but they were lots of fun. We also didn't plan on seeing much in Epcot (other than the two of them, we just wanted to wander the WS and stop for a caramel apple in Germany) so I didn't mind the wait. I kind of wonder if waits will actually increase over the summer, as more people realize they're meeting and as the temps climb.
If you power walk at RP to see them, what would be the wait time?
I'd really like to meet them and try to ride Land before our Garden Grill breakfast reservation

We were there last Saturday 4/23 around 10:30am and the wait was 45-60 minutes. But the character interaction was great, we didn't feel rushed, and the photographer took some really nice pictures.

We were there at rope drop on April 25 and could have been one of the first families in line. Instead we went to the regular character spot and the cast members were convinced we were in the wrong line. Haha...

I was there this past week and at 9.15am, it was a 45 minutes wait. The queue area also looked like the most boring area ever. Thankfully my 3-year old was happy to meet Baymax instead.
