How does Disney determine who gets the 40%?

Just curious.

We were are the Poly last fall with free dining and were thinking about a May trip this year. I haven't received a card or email.

None of the current email codes are for May, so it doesn't matter. BTW, no one know how one gets the codes. I've never gotten an email or snailmail, but almost everything I've called and asked there has been a code next to my name. It's the great mystery.

and then you have people like me who go three and four times a year and have never ever gotten a code. There doesn't seem to be any rhyme or reason to the Code Fairy's thinking.

Only 3 or 4 times a year.... We go 4-6 times a year, generally 1 week to 2 weeks each trip. I promised hubby I would cut back..yikes. I still don't know why we don't get any notice of them (just lucky to get a CM who will check for us, sometimes.) We are AP holders (est.1995), ex-Cast Member--8 years, Disney Catalog account--formerly Best Guest, DVC members, DDE card holders, Castaway Club members, and signed up for everything and every Disney site immaginable. And stopped counting our trips after trip number 60! I even ordered the DVD recently just to see if that would cause us to get a hard copy of a code--It didn't. I'm lucky that I've gotten them, but it would be nice to actually see what they really say. Last year I was offered codes, but had 5 trips planned and not one single trip was within the dates of the discount timeframes.
