How does Disney count room occupancy?

If it is a price issue (which I 100% understand, which is why our soon to be 6 family will be camping from now on)
You may price out getting two rooms at Pop Century or All Star Sports that are adjoining. *sometimes* this can be cheaper depending on the time of year.
Right now POR is around $179 per night for Fall and AS Sports is $83, which would be $166 and you would have 4 beds and double the room.
I would actually pick POP Century though, which is $91 right now, so it would be slightly more than POR but no one has to use a Murphy Bed :).
I KNOW that we can't justify $300 a night for a family suite, so we do what we can with smaller room-or we don't Disney.

If we don't repair/replace our camper before our trip, we will be staying in a resort instead of camping at FW (which is less than $400 total for 8 days of camping!!!) so POR or doubles at POP is all we can do. My husband refuses to stay off site so those are our options.
We are also driving because one plane ticket is our entire gas bill to drive there and back.
 
I know everyone says that under 3 doesn't count, and for the room that is correct. For dinning you have to include them in all your reservations.

YUP
- EVERYONE counts for dining, even if one month old.
- EVERYONE but ONE child under 3 counts for resorts.
 
I'm sorry that makes you sad, fortunately you don't have to pay for 4 plane tickets, food for four or park tickets for four and you can choose any resort you would like to stay at.
The majority of hotels I have been to, in many places not just my area (we have stayed in Minneapolis, Chicago, Ontario, Las Vegas, Tampa ect) offer standard rooms that fit up to 6 people, two queens and a pull out couch. It isn't that we can't afford it, it is that if we want to stay on site we can either stay at a value, not my cup of tea, the cabins or in two separate rooms. I don't want a kitchen on vacation and no my family really doesn't need that much space since when we are on vacation we go back to the room to sleep, that's it. We need two beds, a couch and a bathroom and we are good. Somehow it isn't against fire code anywhere else, nor is it off of Disney property. We like to vacation as a family, and it is odd that when considering family vacations Disney is the most difficult in terms of occupancy...considering they are designed for families, which usually have more than 2 people.

Fire Code is not set by Disney. And it takes into account many things, such as if there are elevators or not, how wide the doorways are, how many stories high the buildings are, and on and on.

I think it is great that Disney only charges for the adults in the room, and the rest are freebies. I've been to many hotels, no where near as nice, that charge per person even if those people are children. And as another poster pointed out, the average family has less than 2 kids. So for the majority of people Disney rooms are just fine.

It is your choice to have a larger family. When we went from 3 to 4 we accepted that our vacations would be more expensive, just like our food bill would be more, our clothing bills etc. Disney has several different options for families over 4 at a variety of price points. You could also rent dvc points and get a room that fits everyone. Its not up to Disney to make the perfect room for everyone.

WDW offers those options, so I'm not sure what you're fussing about? It couldn't be the fact that you have to actually pay for food/plane seat/park tickets for the children you chose to have? That would be ridiculous. Of course the "not my cup of tea' comment reveals quite a lot.
