how does Bounceback work?

Can someone please explain how the "Bounceback" thing works? I've figured out that sometimes Disney offers this promotion during your stay, for your next stay... but I'm not sure of how soon the next trip has to be, how soon you have to make the next ressie, if it has to be at the same resort, what a typical offer might be, how you find out if there IS one, etc. etc.

Generally guests find a flier in their room. However it is overall random.
Many find out by watching their TV, or through outside sources such as word of mouth, the Dis, etc.
From what I have seen it has been the same four digit house number to call.
Any room or package has a window to book in, and set travel dates. You would need to fall within both sets of dates for your current and future stay.
I think overall it covers almost all resorts. (Maybe not the campsites.) Although just some specific resorts and room types may be included in the promotion.
Just all luck of the draw and if the travel plans meet yours.
If I were a guest, whether I saw a flier or not, I would probably call the 4 digit number in my room to see what was up!
