How do you merge images? Like in Paint Shop Pro?

I would love to take some pictures of my babies and merge them into one clipart that is within DIS guidelines but I can't figure it out. All I want to do is put them next to each other....Like in squares...I don't really want them merged into each other. Like take 4 pictures and put them in squares to make one clipart. Can anyone help me?

What I do is open a blank page, open one photo at a time, copy and paste to the blank page. Once I have them the way I want them I resize the picture to the right size

I did the one in my sig in mspaint. Cropped and resized each in a photo editor then copied and pasted into a blank mspaint page. Moved them around where I wanted them then "save as" in jpg format to get the most file compression. May need to then open again with the photo editor to crop off any blank area. My photo editor wouldn't let me do all that moving around.
