How do night Magic Hours work?

I assume for the morning magic hours your magic band scan will allow you to go in if you are a resort guest and reject if you are not, but how do they restrict night hours? How do they enforce that only resort guests are in the park at those hours?

They really don't. Offsite guests can still be in the park, they just can't go on any rides or attractions.
 
They check at each ride/attraction by having you scan your MB. Off site guests still wander around the park, just not on anything. Although, if you are already in line for something at park closing, they will let you go on that attraction.

Disney doesn't restrict evening Magic Hours to just resort guests. They used to do that, by giving a special wristband to proven resort guests for the evening. But the task of giving out wristbands was labor-intensive, and enforcement was difficult. Plus, less people in parks = less sales & food revenue. Nowadays, if any guest wants to stay in the parks for evening Magic Hours, they are allowed to. BUT only resort guests can enter rides and shows which require a MagicBand entry scan. There are also Disney resort guests who don't have MagicBands. Those folks have RFID cards which are scanned instead. Dolphin and Swan guests have RFID cards and EMH privileges.

FWIW, if PM EMH are from 9pm-11pm, off-site guests would not be permitted to enter after 9pm. Off-site guests are still free to wander the park if they're already in it before PM EMH start, they just can't go on rides as mentioned.

Do they scan magic bands at all rides all the time? We stayed on site once last year and did EMH. During evening EMH at MK, not once did anyone have to scan band's or anything special.

Then after that we've stayed off site and been able to do evening emh no problem. Unless we just happened to get lucky multiple times, I really don't think they enforce evening emh to just resort guests anymore.
 
Anytime I've done it all rides are open. I believe meet and greets close, but all rides remain open

There are specific lists of open attractions for PM EMH.

And, yes, they DO enforce PM EMH.
We were there just last month and CMs scanned our MBs at the attraction entrances.
