I don't normally like to get involved, but on this, I feel that I have to.
Why did you get a dog? If you don't spend any time with your dog, then of course he is going to react in the way that he is reacting. I am such an animal person that I don't understand why people like you decide that they want a pet. There is nothing wrong with the pet being outside, so I am not flaming those of you that keep your pets outdoors, as long as the pet is loved and well cared for. In this case, I don't see that. So you give him food and water. What about love? Do you give him that? Pets are the only thing that will love you for what you are. They don't care if you are pooh sized, barbie sized, pretty, ugly anything. The most that you can do is love and care for your pet. Is getting up and going outside to give him food and water and love too hard for you to do? Are you that lazy that you have to do everything through your precious window?
If you wanted your toddler to stop misbehaving ( I do not believe that the dog is misbehaving, he just wants love and attention) would you scare her to make her stop doing that? Probably not. So why would you want to scare your dog. I don't have children, my dogs are my children and I love them no matter what. I would never ever even think of scaring them to make them stop misbehaving.
Give the dog to someone that would love and welcome that dog. Obviously you don't.
