Do people ignore them? Sure. But should there be some kind of accident, those people would not have a leg to stand on for being out there when they'd been told not to.

They shoot the fireworks off the top deck aft Starboard side ( I am pretty sure it is a CM area) , so I would think those cabins on certain decks would get the infamous letter warning them to NOT be on the verandah.
For example, deck 10 would most likely get a letter, but perhaps deck 5 might not?
