How can a resale October UY contract have 0 2021 points left?

I think I'm having a brain cramp or am missing something obvious, but if there's an October Use Year resale contract on the market, how can it have 0 2021 points remaining on it if Disney is limiting borrowing to 50% of the total contract (since October hasn't happened yet)? The contract(s) in question do not specify that settlement must occur after a certain date, which would have been able to explain why there could be 0 points remaining for 2021.

The only scenario I can think of is that the owners have multiple contracts, and Disney has allowed them to borrow "half" from the total set of contracts, but unequally distribute the borrowing across those contracts? I still feel like I must be just missing something more obvious.
 
When was the 50% restriction in place? Could someone have made a reservation in early 2020 for a late 2020 res, borrowing points from Oct 2021 UY?

They could have transferred the points out.

They could have borrowed all of the points before COVID occurred (I have one contract like that). I borrowed from October 2021 to make a reservation that fell in October 2020 and I borrowed those points in November 2019. No 2021 points left in that contract.
 

The restriction went in place late April, 2020. At that points, bookings were being made through March 2021.

So, an October UY could have started borrowing 2021 points for trips starting as early as October 1st 2020...so they had time to book for a 6 month period before the restrictions.

You could transfer the points out to another contract.

They borrowed them for a trip scheduled between October 1st 2020 and roughly March 2021, and booked that trip prior to whatever date the borrowing procedures were put in place on. You were allowed to borrow the full 100% until just after the covid shutdown, so they did it before that and the trip was grandfathered in.
