How are handicap cabins on DCL?

Are they big enough to turn a wheelchair around in?

Yes, they are. I think Cheshire Figment added a segment about the accessible staterooms on DCL but you should be able to do a search and find the info. No matter which category you choose ( some have occupancy limitations) you'll be able to get around the room, in the bathroom, and through the doorway with a w/c.---Kathy
