A pretty plant or something decorative maybe Christmas themed? A home sweet home sign or maybe one of those phrases you put on the wall? They are kind of like stickers and are at most gift shops
I think a new homeowner would love a gift card from a home improvement or home decor store. Something like Home Depot, Lowe's or Bed, Bath and Beyond would probably be much appreciated!
What about a gift basket filled with easy to make breads, jellies, crackers, and cheese? You could buy an inexpensive basket at the dollar store or dollar general. They also sell the shrink wrap as well. Then find some inexpensive bread mix etc.
It doesn't have to be really big or crammed full of stuff. Throw in some shredded colored paper, arrange the goodies, shrink wrap, and voila! Instant house warming gift.
It really depends on if they are new to the area. If they are then I would do binder or folder full of take our menus and a gift card to your favorite eatery or a visa check card so they can choose on their own.
I was thinking a plant too, but that seems kind of boring to me. I liked the idea of the B&BW hand soap, I think you get like 3 for $15 or something. I also like the Lowes GC idea, I'm sure they will need some new things for the house.
BTW, I didn't suggest Home Depot because I just don't like the store

Bamboo plant, vase, gift cards, (Bed, Bath & Beyond, Home Depot & Target) and a nice gift basket that someone had made. It had candles, picture frames, hand soaps and lotions in it. I enjoyed that one the most.
I've heard that a figurine/sculpture of an elephant (with its trunk RAISED) is supposed to bring good luck, good fortune, strength, wisdom, power and success to a new home. The elephant will also strengthen love and faithfulness between couples and families, increase intelligence and dignity, and protect the new home.
I just made one today for a co-worker of Dh's. I bought a wicker laundry basket 3.98 (walmart), lined it with a white furry bath rug 5.00 at Ross.I went to Ross and picked up two Tommy Hillfigure (did I even spell that right?) towels 3.99ea, two hand towels 1.99ea, and two wash cloths .99ea all white towels. Then I went to TJMax and picked up a couple of candles for 2.00ea. All of that cost me about 30.00 with tax. So a little more than the 20.00 you have budgeted. HTHs
