I just read that as of May the new pay rate for all College Program (CP) is 9.50 an hour. Is this true and if so will all the Fall 2015 CP get this rate?

Not sure about WDW, but at Disneyland CPs get the same rate as a new CM in the same position and pay varies depending on the role.

Yes. Minimum for CPs is now $9.50/hour and Fall CPs will get this same rate as well, but depending on your role and location, you might be paid more.
