Sorry - I'm not sure about Cove Cafe for hot chocolate, but I recall seeing hot chocolate packets at the 24-hour beverage station.

I ordered hot chocolate in Sessions one night. It took a while, but I got it. Yes, you can get it at the drink station for no charge, in a paper cup and bring it in with you, if you wish. Drinks you order (alcoholic or otherwise) in any of the bars/lounges cost. Plus 15% gratuity).

Yes, you can get a hot chocolate in the Cove Cafe. I have had one and may I suggest adding a shot of chambord to it. Yummy yummy!

It's not on the menu. All drinks in the Cove Cafe cost money such as espresso, tea and alcohol based drinks. They do not serve soda or regular coffee. Prices range from 2.25 for "exotic" ice tea up to $105 for one ounce of Louis XIII. Don't see why they couldn't add dark chocolate to milk with no coffee for the price of a latte.
