This thread may be moved to another forum as this is the "Orlando Hotels and Attractions" forum. My previous reply to your post was in reference to Hollywood Studios at Walt Disney World. Were you referring to Universal Studios (which is not a Disney park)? If so, there is a US/IOA forum on the boards. If you are referring to Universal Studios, a lot of people view that as a park that is better for older kids (maybe over the age of 7 or 8 ), because a lot of the attractions are either thrill rides or have special effects/imagery that may frighten little children. Also, many of the attractions at Universal have height requirements too. They do have a few cute things for little ones like Barney Live, Curious George play area, Fievel play area; and Islands of Adventure has Seuss Landing which is one of the best children's play areas in the world. I am not sure if there is a height requirement for the E.T. ride or Shrek 4D. I do know the Jimmy Neutron/Nickelodeon ride has a height requirement though. You will have to decide if it is worth the cost of admission at those parks to just do the few things that are appropriate for the under 5 crowd.
