Sorry, I don't know anything about POR (You should go to the resorts page & I'll bet you'll get tons of good ideas for stuff to do at your resort). As far as rides & attractions, the 1yo will be fine on anything w/o a ht restriction. We took dd1 & I brought a ton of stuff to distract her (food, toys) in case she was "bad" on the rides but she was sooo enthralled with EVERYTHING that we NEVER had to break out the "distractions". The only thing she did not like was the non human characters, which scared her. She basically sat in the stroller the whole time until we had to stand in line & then we used the baby bjorn to hold her. She is pretty big but it was better then holding her unassisted, she is squirmy. I also wore her in it during the rides sometimes. (Like on my lap). What gender is the 3yo? A girl will like different things then a boy (duh). They will like everything in Fantasyland (although my dd4 did not like 3D, it scared her so she watched Philharmagic without the glasses). Toontown is good too. Actually so was Tomorrowland (we skipped SM, but I think dd was too short anyway). She did fine in the HM & PotC (I wasn't sure). She loved BTMRR (it's pretty tame) & Jungle Cruise. The Aladdin ride was closed but I know she would have loved that too!
At MGM your kids are perfect ages for Playhouse Disney show. A girl (actually even the boys too) will love VotLM & B&TB. A boy may enjoy Star Tours & Indy. Maybe Muppet 3D too if they are not scared of 3D. I hear that new car stunt show is cool too. The parades will be a hit. My kids liked the fireworks too. I got earmuffs for the 4yo so they didn't hurt her ears. Surprisingly my dd4 loved EPCOT. She loved the arts & crafts at the kidcot stations. She loved TT (she likes thrill rides). We did not schedule enough time in EPCOT (Cuz we figured she'd be bored) but will definately take 2 days next time to split up the countries & have more time in FW. We skipped AK cuz DD was not in to animals but if your kids are in to animals I'm sure this will be a must visit park. I hear the boneyard is fun (especially for boys) & FotLK is one of the best shows.
We enjoyed Fort Wilderness. They have a hayride, campfire sing-a-long with Chip - n - Dale & a movie (it is kind of late so you can just watch the cartoon b4 the movie).
Good luck planning your trip! Do the planning for the 3yo since the 1yo is basically just along for the ride! But try to keep close to their normal schedule/routine to avoid tantrums & meltdowns due to being overtired!
