Help with Border/Shirt planning question

I am pretty new to making shirts. I would like to make shirts with the DISign below by Lisabell. I believe that she is not currently DISigning. I would like to put it on a brightly colored shirt, so I was thinking of using dark transfers, but would then need a border. Can anyone add a border for me, please?

Also,Is that the only way you would use a design like this on colored shirts? Or can you use light transfer paper on dark shirts? (and then not have to worry about a border or trimming around the lettering?) I see tons of great DISigns without borders, but wonder how to use them. Thanks in advance!
