Help settle a debate please

Do you tip a limo driver 20% which includes loading and unloading luggage or do you tip 20% + extra $$$ for the luggage service?
 
I've always based the driver's tip on the fare. Luggage tips, if any, go to bell services for handling your bags. Could be wrong though.
 
I have always been of the mindset that the 20% gratuity includes whatever luggage service the driver provides

Brian at the airport, the driver loads our luggage and a couple of times at the resorts he unloaded it too.
 

When I use a car service, the driver usually takes my luggage at baggage claim...I usually have to argue that I can take a bag, there isn't any need for him to take them all. Then, he loads the bags into the trunk. When we get to the resort, he takes the bags out and hands them over to me. He gets a tip at this point.
If I get a driver that expects me to lug my own bags and put them into the trunk myself, then he is not getting a tip. Luggage handling is part of the service.
