... mini golf? it's not free but it isn't expensive either (especially if you have one of the coupons) and it lends itself to togetherness - 'coaching'
... karaoke at the swan? buy a drink each and spend time singing stupid love songs to each other - the sappier the better!
... 'impressions de france' - trust me, the cms there totally support romance. follow it with a shared pastry/coffee snack.
Romance on a budget is not really difficult...we do it all the time.
