HELP Out of country when booking window opens

When our 7 month window opens we will be vacationing in the Dominican Republic. The hotel reviews all state spotty internet so I don't want to relay on booking online. Plus I might need to buy one time use points. Is there an 800 number to call to reach member services if you are out of the US?

Call MS and ask them if there is an 800 number to call from outside the country.
If there is such a number no one would be allowed to post it here anyway.
