Height Requirements - 38 inches

We were planning on spending a day at Universal during our trip to Orlando this March. I noticed that most rides have a 40 inch height requirement. Although my daughter is 4, she is very short and is only 39 inches tall. With her sandels on she is 40 inches. Do you think it would be safe to put her on these rides or should I just wait another year?

I'm sure they engineer in a cushion. If she's tall enough with regular shoes on and she wants to go on a ride, I would let her.
