1) First of all, Disney CM's don't know you are a frequent visitor.
2) That information is not kept in a ressie file.
3) In fact, CM's can only look back about 18-months.
4) That takes a lot of effort, so it is only done for a special issue that arises.
NOTE: As a side point, percentage-wise, there are not that many upgrades. You hear about the people bragging about them, but you don't hear about the people who don't get an upgrade. Although not a regular job, I did fill in frequently for room assigners, and there are general guidelines for upgrades. Of course, CM' can upgrade to spread some magic and pixie dust, but most upgrades are made 2-3 days before you even arrive at WDW.

Destination Disney computer system upgrade.

years ago, but I never had been upgraded as a "civilian".
I've also had been a victim of CRO agent error. In 2002, I booked what
I thought was the annual passholder rate at for garden view concierge
at the Poly. It wasn't. It was airline employee rate. I had confirmed twice
with the CM that the rate seemed a bit low for AP rates, but she told me
it was fine. When I got the confirmation, I realized that the code was
one letter different than it should be, and that's how I found out I had
gotten the airline rate.
When I called CRO back to question the code, and found out they gave
me the wrong rate, I told them I'd really need to check availability elsewhere
because I couldn't afford the price difference due to the CM error. They
gave me some pixie dust and allowed me to keep the room at the rate I
paid, making a note on the reservation that they were comping us the rate
difference due to CRO error.
You never know what you're going to get, but I know that they've given
me pixie dust probably because I didn't make any stink about the problems
and was willing to adjust my plans to fix it.
