DS9 had it last year. The kits were fun but pretty small (a couple of cars are hte only ones I really remember). He did enjoy getting them and I think it was worth it, but not a great deral or anything. The kits were fairly simple--nothing I would reccomend for anyone over age 10 or so.
We ordered it for DS 11 for XMas, he was thrilled. He got a magazine and two small kits. One was a car or racer thing and the other was a helicopter. He thinks it's pretty cool and can't wait for his next one.
It's definately worth it if you use the legoland ticket. Otherwise the kits are small and the magazine is really not any different from the regular one.

I know a young man who is 13 and I was thinking about ordering it for him but I think I'll look for something else. He likes to build things and I might just be better off buying him some lego kits and sending them myself.
I think you have come to the right decision, but if anyone else is reading this here is what we did. We bought into the club and then Ebayed the ticket to help cover the cost. My DS got enough enjoyment out of getting the sets to make it worth it. They all ended up in with the million other Legos we have, but sometimes they would include cool pieces he uses to create other things.
Edited to add that a new Lego catalog came in the mail today and they had some really cool new "vintage" sets for the 50th anniversary. My 12 year old really liked them. In fact he came home and built some similar things out of our existing collection.
