halloween costume sizing HELP!!

This may seem silly but I am very confused about what size to get my DD for her costume. Last year I bought her a toddler size and it seemed very short and snug... But she was a cheerleader maybe that is why it seemed so tight and short to me because it was supposed to be....
Now this year.. she is in a 2T should I get the toddler size or should I get the small child size. All the site really tells u is it fits a 3-4 year old. My dd is 2.5, and judging by last years costume I am thinking the toddler size (which they state is for age 1-2 years) may be to small. I am ordering online as our Halloween stores here always have junk...
HELP!! Do they tend to run small?

Not quite sure on that.... is there anyway you can email the company, or seller, and ask if the costume you're looking at has weight/height specifications? We have a problem with things too, cuz my DD gained about 7 lbs. in a short period of time, and now, although she just turned 4, anything size 4T or 4 doesn't really fit over her belly. But, she hasn't grown up yet, so I ordered a childs small in a Cinderella costume, and that's a 4-6, and it's about 6-8" too long! I'm going to have to see if my MIL can take it up for her. It's so frustrating, childrens clothing!

definitely buy big! My DD is size 6, so I was torn on the 4-6 or 8-10 sizes, since 8-10 seemed like it would be huge. Well, I ended up buying smaller, then returning for the larger size. The 8-10 is NOT an 8-10 cuz it just fits my DD.

if you have a costume store to try something one I would do it, just to get an idea. I think all costumes now seem to run small or tight. I know dd tried on tons last year, because the sizes seemed funky. Also I think the neckholes are shrinking.
