I do not have any answers...but I can just say I have wondered this same thing too. I am glad I am not the only person who ponders such things from time to time.
I have also wondered about this! Not just leg hair or eyebrow hair, but hair from the top of your head. I swear, my hair gets to a certain length (mid-back) and it feels like it stops growing (or it really, really slows down). Yet, other people can grow their hair super long, and it still looks thick and healthy.
Right, the hair on legs and other places has a shorter life cycle than the ones on your head. I don't know why different people have different cycles for their hair. right now, my hair is getting really long and I may inadvertently test to see how long I can grow it.
I believe you will find that it is all programed in the genes. Why does a group of cells become your liver, why does another group become an index finger, tongue, eyeball, ear, kidney, spleen and so on. It's part of genetic makeup and although science explains it, I'm not sure even they know how it does that, just that it does.
It's one of those things that we can spend a lot of time thinking about but even if we were able to figure it out...what would it matter.
