Guest relations

Can anyone tell me if guest relations at animal kingdom park is inside or outside the entrance? I arrive in the late afternoon and thinking of going there to get TIW card but don't want to enter park. So we can start using our discounts for dinner that evening.
Also how far and is it easily accessible from AKV? Using bus transportation.

1- Both... at ALL parks.

2- You have access to Guest Relations without having to enter the parks.

3- Once aboard the DAK bus from AKL, the trip takes between 2 and 8 minutes
(depending on which stop you boarded the bus)
plus, the walk from the bus terminal to the DAK gates.

Guest Relations is to the far left as you face the DAK gates.
