Am I understanding correctly if my ziptie is missing and there is NO letter explaining that my suitcase has been legally searched that I was probably the victim of a possible theft???

We have used zipties for a long time (way before all the extra seecurity). Even when you could use regular locks, they were there mostly to keep the zippers from unzipping. There were only a few different keys, so any baggage handling thieves could get into almost anyone's bag with little trouble.
Also, I saw a friend's little locks snap right off as her bag went into the X ray machine (in one of the airports where they were out in the open).
You can find the ziplocks in lots of stores; I got my last package at Target in the hardware department.
