Getting child PHP changed into adult PHP

I understand that Disney will allow you to take a PHP you bought for a child who is 9 or younger and trade it in for an adult PHP after the child has turned 10. But does this just apply to partially used PHP's?
The reason I ask, is that I wanted to go ahead and buy our passes for our next trip in Dec. (locking in today's low prices ). My kids will be 7 and 9 then. But I'm worried that something might come up and we wouldn't be able to use the passes until after my older son turns 10 in January. If I take a totally unused PHP to guest services and ask them to change it into an adult PHP, are they going to say, "Sorry we don't do that"?

Yes.

No, in that case Disney policy says you'll have to pay the difference in price to upgrade it since it was never used for a child in the first place. But knowing how most Guest Relations CM's work, they might tell you just about anything.

If your son is only 10 or 11, I wouldn't even worry about trying to exchange them. Just use them. The time where exchanging is useful is if you have a 16 or 17 year old still using the child's ticket.
