For me, this is more of a late afternoon or evening bar. Not to say you can't enjoy going earlier - but the types of drinks and cocktails are very traditional and typically 'harder' or more alcohol forward and less sweet - so the general atmosphere and menu is upscale. If you're going just to see it, or for the food, then anytime is fine, but if you're going for the bar experience, it suits a pre- or post-dinner type time slot very well.
There are bars that strike me as daytime or anytime bars - typically more tropical and festive bars...when I think of afternoon drinking, I think more like pools and islands, music, and fruity or sweet drinks - daiquiris, margaritas, etc. I can enjoy those in the evening too, but find them better suited to daylight drinking - like Jock Lindsay's, Nomad, Banana Cabana, Bar Riva, and so on.
No judgement for anyone else's bar styles - just sharing mine!
