If you get to EP a little before 8:00 a.m., they should let you into the park and GG should seat you early. Pay for your meal when you sit down, so you'll be ready to go when you're done. You'll want to be headed down the escalator about 8:50 to beat the rope drop crowd to the line. Still, if you're a little later than 9:00, the wait shouldn't build too quickly, but I'd do my best to be done before 9:00.
You should be fine, the key is to check-in as close to 8:00am as possible, which should not be an issue even with an 8:30 ADR. We had an 8:15 ADR last year and arrived a few minutes early and had seen all the characters before 8:30 and were paid and out of the restaurant before 8:45. It's family style and all the platters are the same so they are very quick to get food to your table. The advantage of having being part of the first wave of seating is the restaurant is not full yet so the characters get to you quickly. GG is also pretty small (compared to other character locations) so you are rarely left waiting long to meet them all and in fact we often have met them multiple times when we've been there for a full hour.
I agree with the previous comment to ask to settle the bill early on during the meal because it can be very easy to get caught up in bad timing and be ready to pay just when your server is busy somewhere else and that 5 minutes or so can make a big difference when you're trying to get to Soarin' before 9:00.

Agree with the others, get there as early as you can and pay early.
At rope drop, there is a big migration toward soaring, but the line usually is still ony 15 mnutes for the first 1/2 hour or so. So if you can get out of Garden Grill as close to 9 as possible, you should be fine.
I would recommend a 9:30am reservation if you can get that. I did that with my sister in Jan. 2017 and we ran straight to Soarin' when the park opened. We rode Soarin' 2x and then walked in early for our breakfast reservations.

EP rarely opens early, and your 9:00 reservation won't get you in the park early. Even if it did, Soarin' probably wouldn't be up and running until 9:00 which would definitely make you late for breakfast.
