Gag! Mildew! cleaning and paint question

As a result of all that rain in Georgia last week, I've got mildew on my wooden porch and especially under the eaves where it stayed wet for so long. I got after it today with bleach water and a brush and it looks much better, but I think I'm going to need to paint again.

Question: **Do I need to hit it with Kilz first or should I just paint over it now that I've bleached?

My next project is to tear out the drywall in the basement. I can see the mildew on the baseboard and wall. Since its an indoor space I have not used a fan in there because i'm afraid it will make the mildew spores airborne and we'll have it all over the house. I've got to get some N95 masks before I start this particular project since the drywall is crumbling to touch. don't want to breathe this stuff!

Questions: **I had water that went in a straight line under the outside wall, across the floor, down the baseboard, under a second wall, down another baseboard and into a closet. The first room is going to have to be torn out to the studs but what about the second room?

**I don't see or smell mildew in there, but do I need to take off the baseboards anyway and bleach? And can I reuse the baseboards once they are bleached? I assume they will need to be repainted as well.

Ugh. I have to do this by myself. I don't want the kids down there and DH's lungs are already so damaged, he CANNOT be down there.

On a better note, even though our homeowners insurance has declined to pay up, the FEMA guy was very helpful and said he thought we would get some assistance. So I guess there *is* a silver lining. Never thought I'd be glad to live in a federal disaster area ('course, I never thought our basement would flood either.)
 
The second question I don't know for sure, but my guess would be yes. Better safe than sorry.

The first question is absolutely yes!! Kilz for sure. Maybe 2 coats!

And wow, what a bummer that you will have to do all that yourself. :hug:
 
Yeah, I'd ask my friends to help but they're busy getting their own drywall out of their basements!
