Frustrated and sad

Really? So the kid who hit and spit in my kid's class a few years ago, should be given time to adapt to a new plan that would make him less disruptive to the class while all the other kids have to deal with getting hit or spit at? Sorry, that might be the rule on paper, but it takes a long time to actually do anything about it. Most mainstream parents are nervous about doing it too because then they are accused of not having any compassion.
Actually no, there is no "time to adapt"- the plan must be implemented as soon as the IEP is in place, which is after the meeting is completed. If it took a long time to do anything about it in your particular experience, that is unfortunate and the staff did not do what they should have done. I am lucky to work with very professional teachers and therapists and hitting and spitting is not tolerated. If these behaviors occur prior to a behavior plan being in place (for example the behavior has never occurred) then the child receives the same type of consequence as any student in the classroom.

For the record, I work in an inclusive preschool and have been hit by and spat on by children- most of whom are typically developing, the children with special needs are very closely monitored by adults.

I bolded part of your statement because I don't understand who you are referring to.
