Frequency of seeing "streetmosphere" characters at MGM?

I'd love to spend a whole afternoon at MGM, just wandering the main street, with hopes of running into streetmosphere characters. The last couple times I've been in MGM, these characters have been so entertaining! One character (I forget who) was sitting on the floor in Sid Cahuenga's regaling everyone with stories and pictures (and sloppy kisses with her bright red lipstick)Then I saw the mayor and his entourage walking slowly up main street, stopping periodically to entertain. They're so funny! What are my chances of seeing them around on any random day? Any tips on what times might be better than others?
