Port Orleans has heavy elaborate theming and upgraded amenities - including a much nicer pool complex (including a hot tub, absent from Pop Century) and a very good full service restaurant. You also have access to everything offered at the adjacent Riverside. There’s also a nice boat ride to Disney Springs.
Pop Century is a clone of the All-Stars. Very basic pool and food court (no sit down restaurant). Unfortunately, you don’t have access to the adjacent Art of Animation (although you can explore the property and eat in the food court, which offers pretty much the same menu). The only advantage of this property is access to the Skyliner. The rooms at PC are also smaller.
The Caribbean Beach and Port Orleans were built in the late 1980s and early 1990s as Disney’s value properties. Sound proofing isn’t great in these rooms but it can be reallt bad at the All-Stars / Pop Centruy.
