What constitutes a vacation package? I would think four nights and park hoppers each day would be enough?
This appears to be what you're talking about...I read that as part of staying at that the DLR hotels, you will receive a photo memory, ESPN zone card, collectible pin, lanyard, and luggage tag. Is this something that they give you when you check in?
Everything like except the luggage tags are vouchers found in the coupon book. About a month prior to your trip you will receive the luggage tags and the coupon book. Upon arrival you can redeem the coupons for the photopass photo, the pin set and lanyards, and anything else in the booklet. It will also have your Disney Springs discount card in it (or at least I think it is a paper card and not just your room key) so make sure you don't toss it until you are done as you never know what might be in the coupon booklet.
not for Disneyland
funny - I stayed at the DL resort in 2015 and 2016, booked thru DL website and don't get any of thatSorry meant Downtown Disney District. There use to be some discount card for that for build a bear and a few other places. We got it in 2015.

Regarding the link above, I still don't see what additional purchases would need to be made in order to make it a "package." It appears to me that purchasing hotel and tickets directly thru Disney is indeed a "package". Even if I didn't do it at the same time, I would still expect the "freebies" to be included.

But you are still booking thru the same entity. See my response above. There is not an additional purchase...you just have to book it as a "Vacation Package"...not sure how that can be any more clear. They want to offer you perks and freebies to book the whole package through their vacation planning services. You are welcome to book direct or through third parties on your own, you just do not get the benefits of the Vacation Package perks. Just cuz you purchase the items individually on your own does not entitle you to the benefits that come with those that book through the vacation services department.
Just because you have a reservation and eat at Carthay Circle restaurant, you do not get a WOC fastpass even though you book it at the same place as the WOC Dining Pacakge...you have to book that package specifically.
