Excellent question. And with Disney IT, don't expect it to be smart or do what you assume or want it to do. I don't think that there is anything in
MDE where you can see or change the priority. Maybe somebody in Disney customer support or ticketing could help you out? I don't know when their systems will be able to account for waterpark-tap-in-on-resort-arrival-day.
Last year, I had an activated AP with water park option. Due to a gap in planned trips, I was planning on letting that one expire, and I bought another AP with water park option with the intention of activating it multiple months after the previous one expired. Though I didn't get the AP renewal discount, I could lock in today's prices, have a new AP that expired multiple months later vs. renewal, and I'd still be within the 1 year window to activate the new AP.
And then I tapped into Typhoon Lagoon with my magicband. And guess what? It didn't use my currently active AP with waterpark option, but it activated my new AP. A few days later when I noticed the problem, I called up Disney AP support. I thought that they had straightened it out, but in reality, they just added a little bit of time to my new AP. Then when I took my trip that should have activated my new AP, it didn't give me 1 year from that date. I spent an hour or two at guest services in Magic Kingdom trying to get that straightened out.
Set your expectations very low when it comes to Disney IT and their assumptions of ticket priority. Very, very low. It is probably something that they can see and control on their side. But if it does the wrong thing, it will take a very long time to try and get it straightened out.
