This from another site I found as it appears Disney had it on their site for a short time and taken down. Also closely matches up with another gentleman (Mr. Black) who we miss on these boards who often gets the dates correctly.
Free Disney Dining Plan is rumored to be offered at Walt Disney World for booking in late Spring 2016 with specific dates (see below) having leaked for August through December. With this special offer, guests booking vacation packages with non-discounted resort hotels and park tickets receive the Disney Dining Plan for each member of their party for no additional charge. For obvious reasons (who doesn’t love free food?!), the promotion is incredibly popular and some resorts that offer free dining tend to sell out quickly.
Exact dates currently are not known, but Disney briefly posted dates for the promotion on its site, before quickly removing the listed promotion dates:
Will these leaked dates are entirely unconfirmed (we haven’t heard a peep from usual sources on this), they are very plausible given past years and normal blockouts that occur around busier times. These dates are really similar to last year’s, which gives them some credence (although dates so close to Thanksgiving is interesting).

just by looking at the dates for 2015,, i am going 12/9 - 12/15,, what happens if date for free dining doesn't start till like the 12/10 ? Just giving a sample ?Like RTEETZ said, this is not something Disney WILL do for sure. But for historical purposes, here are the offers from the last two years of free dining discount for fall, and when they were announced - offers did not include all resorts and there was limited availability and last year, your package had to include Park Hopper passes I think (please correct me if I'm not right):
for dates: 8/28/15-12/21/15 - discounted package (“Free Dining”) for general public (blacked out 10/3/15-10/24/15, 11/1/15-11/7/15 and 11/20/15-12/14/15) - announced on 4/27/15, expired 7/10/15
for dates: 8/31/14-12/23/14 - discounted package deal (Free Dining) for general public (blacked out 10/4-10/25, 11/2-11/8, and 11/21-12/11) - announced on 5/7/14, expired 8/8/14

Yep. 5 would make it better than the room only.Free dining works for me because feeding my family of 5 at Disney on the $40/day savings from the 20% moderate room-only promotion would be extremely difficult.
