Free Dinning / Resort Question

When Disney offers free dinning are you restricted to what resort you stay at? If so what are the resorts that are offered?

Theres a limited number of rooms at each resort. AKLV and campground are not eligible

The cabins at the FW campground *are* included, just not the campsites.

I checked prices for free dining 2008 at any resort that slightly interested me, just to see what the price points were. I can't think of any resort I tried and it told me "no availability." I did not try AKV because that doesn't interest me, but it was available at Saratoga Springs and Old Key West. I think I tried most of the deluxes for prices, I know the mods and values are all part of the promotion.
