It's not really "free" -- basically, for the last two years, Disney has replaced it's previous practice of offering very deep discounts (sometimes as high as 40%-60%) during the heart of hurricane season, to attract guests to come and stay at their hotels. Now, instead, they're offering a promotion where, if you pay full price, you get the Dining Plan for free. For guests staying at the value resorts, it's a moderate win -- the Dining Plan costs more than the old discount typically was. For guests staying at deluxe resorts, not so much -- the old discounts were typically more generous than the price of the Dining Plan. Indeed, many deluxe resort guests reported finding discounted room rates available that were more generous than the
free dining promotion, and actually paid for the Dining Plan during the free dining promotion period.
