Are dvc members able to get free dining if they are staying on points?

Sorry, no. For Free Dining the package requires booking the room at rack rate, minimum 2 day tickets for everyone in the room 3 years and older and minimum 3 night stay. You cannot get free dining when using points.

Nope, because free dining is limited to bookings of at least a 3 night package reservation including at least 2 day tickets. DVC points reservations are not package reservations.
