I dont know if this info helps anything at all but I already have a room and ticket package booked for sept at Coronado...After hearing about the rumors of May 1 on the podcast for Disney visa I called again (for the millionth time) to Disney reservations...I booked my package on line and didnt use my Disney visa but I was told that if the plan comes out tomorrow all i had to do was call and make a payment of at least $200 with my disney visa and i would be eligible for free dining promotion...but they still wouldnt say if they were having one...I too have never gotten an email from Chase. Hope the word will get out to us all fast. Im sure Im just calling again tomorrow and asking anyway
I've already heard mumblings that it's been pushed back til tomorrow due to events for the Mine Train today.
It could be last minute jitters or it could be August 2013 part 2.

To upgrade from QS to DDP $18.65 per adult per night and $3.20 per child per night.
I was just told that there are no new offers available for Disney Visa or General Public.UGH!
Sadly I must report that I did not receive the elusive email that Charles of DV told me would come regarding FD. I called Disney this morning and was told that there are no new offers including FD...guess Charles was wrong...
Although I would wager to say they are going to officially say "No offers" until the minute they are allowed to say "It's official here's your offer!"
Interestingly enough, three people have received it though. Seems as if an overly enthusiastic CM went through with it thinking it was today. From the sounds of things, it may have been delayed at the last minute...Visa dates are quite pesky things to nail down.
I've spoke with one of the three and she has confirmation already.
