You also have to figure in how many of those 40,000 won't, can't or don't want to ride one or the other or both rides. There are an awful lot of strollers at WDW and those guests are out of play. The point you make is valid, but the numbers are not as dire as it seems.You have to look at the capacities.
Test Track can handle 13,000 riders in a day.
Soarin can handle some 17,000 riders in a day.
Around 40,000 visitors hit up Epcot.
