FP+ and EMH?

Are fastpasses available all day long, including EMH? I have noticed that my options for selecting fastpasses are very limited in the morning. Is this because they are gone already or not offered? Maybe we just don't need them that early?

We are hitting MK in May on a day with morning EMH. My plan was to head directly to Rapunzel, but now I'm thinking there will be a giant crowd of people heading the same direction for Elsa and Anna. I wanted to grab a FP for Rapunzel/Cinderella, but the earliest time available started at 9:40.

No FP's aren't available during EMH. I don't think they were available during EMH in the legacy FP either.
