Fort Wilderness golf cart rental

Does anyone know why fort wilderness is not allowing off site guests to rent carts anymore. This is usually one of our favorite things to do at Halloween time - Go have dinner at trails end, water pagent and look at spooky sites. We are so bummed!!!!!!

I think it's to make them available to those staying in the campground as a first priority. I'm pretty sure others can rent day-of pending availability, just not reserve in advance.
