For Disney Magical Express Complaints

Since the Disney Magical Express (DME) picks up from the Orlando International Airport, which is in the City limits of Orlando, they are regulated by the "Orlando Vehicles For Hire Department (VFH)". Therefore any complaints should be directed to VFH.

Considering that ME is free right now, what would the City of Orlando Vehicles for hire do???
I have not used ME as yet, but plan to in December, but I would certainly be hard pressed to write a complaint about a service for which I paid "0".

I haven't heard of any complaint about ME that would be relevant to the Vehicles For Hire department, for example running red lights. Almost all guests would be enjoying the on board video rather than observing traffic.
