So does anyone know if Flower and Garden festival usually "previews" (with the outdoor kitchens included) the weekend before its official open? I know Food and Wine usually does, so I was just curious if that may also be the case for F&G.

While I am not certain, I would doubt any preview would be a weekend before opening. F&W preview (CM Preview) is the day before opening not a week or so before. Someone else who arrives at the beginning of the F&G Festival may know better than I, but I have never read about a preview day for this festival although there is a Passholder's Preview (paid event) coming up soon.

There hasn't been a soft opening (castmember preveiw) the day before the start of the F&G festival in past years. Even for Food and Wine the castmember preview, which is open to anyone at Epcot, is the day before so I doubt there would ever be a preview the week end before.

As Tess mentioned there is a Passholder's Preview event, but that is a paid event and something very different from the castmember preview.
