Florida Resident Passes

My sister owns a condo in Clearwater. (As do I).
She can get Florida Resident passes for herself and her husband, but they have 3 boys age 12,16 and 21 that still live with them.
She can show bills with her and her husbands name on them to get the discount but the kids don't have any Florida ID's or have any bills to show their address in Florida.
Can she still get Florida Resident tickets for the 3 boys?
She will have to get adult passes for them and it says on the website that each adult ticket needs to show an ID.
The 12 year old obviously would not have any ID.

The 12 and 16 year old can get FL resident passes because they will not be required to show ID. But the 21 year old is out of luck. He cannot get a FL resident pass if he is not a FL resident. And "my parents own a home there" doesn't count. He is an adult, not just a Disney adult.

I kind of figured that about the 21 year old but wasn't sure.

If he lives with his parents, he is still a Florida resident, no? They would just need proof he lives there right? Have the utilities or cable bill put under his name or something?

Is this a second home? Or primary residence?

At 21, barring some exceptional circumstance, it is up to him to prove identity and residency. He is not a resident just because mom and dad own a condo.

I would expect him to have a FL driver's license if he is truly a Fl resident.

A bank account will work. Because mail from a financial institution can be used as proof.
